The Commonwealth Services Sierra de San Vicente joined the SUSTAINABLE CITIES AND TOWNS OF LA CASTILLA LA MANCHA NETWORK on May 5, 2005. It is the date on which the 16 municipalities that make up the Commonwealth signed (after the approval by their respective municipal meetings) the Aalborg Charter.
The Aalborg Chapters implies the requirements defined in Chapter 28 of Agenda 21 of the United Nations and defends a local role in achieving a more sustainable future. It reflects those needs by engaging local authorities to submit plans of local action to promote sustainability and to identify systems and processes for monitoring and reporting on progress subsequently. For the implementation of Local Agendas 21 in the province of Toledo, the High Provincial District cooperates economically with local authorities to fund the hiring of an outside company that will make the methodology according to ICLEI.

In July 2006 the company CLM EIN started developing a diagnosis on the sustainability of the region, conducting a comprehensive analysis of the environmental situation and the social, economic and governance characteristics of the commonwealth and its municipalities. It constitutes the basis for future regional sustainability, as the starting point for establishing the framework for action by the Local Action Plan, depending on the challenges and opportunities that have been identified.
In July 2008 the Forum SAN VICENTE 21 was announced. It is a tool for citizen participation in which neighbors defined and will continue defining the future of the region.
With the results of the analysis of sustainability and participation of local residents and neighbors who attended these forums the Plan of Action of the Sierra de San Vicente has been designed. This document was approved at the plenary of the Commonwealth Sierra de San Vicente, which was held in Cervera de los Montes on November 28, 2008. It consists of a set of strategies, proposals and actions aimed at achieving sustainable development.
